Tackling Legal Issues in Public Health: When to Engage Legal Counsel and Other Helpful Tips

For many members of boards of health, addressing public health issues in their communities often requires dealing with state or local laws and regulations. Navigating through these legal issues can be difficult, but there are resources available. Attend this webinar to learn how to access free legal assistance, information and resources, and get helpful tips from expert attorneys experienced in providing support to public health boards and agencies.

Donna E. Levin, J.D., is national director of the Network for Public Health Law, where she oversees organizational strategy and operations. Before joining the Network, Donna spent over 20 years as general counsel at the Massachusetts Department of Public Health, where she had oversight of Office of General Counsel and led her team in providing guidance on statutory and regulatory authority, the development of major policy initiatives of the Department, and legislation affecting public health. Donna’s work has been in the areas of newborn screening; genetics and privacy laws; health insurance consumer protections; biotechnology; emergency public health response; public health aspects of health care and health care cost reform; and medical use of marijuana. She has authored numerous articles and presented on many of these topics. Donna is an adjunct professor of public health law at Suffolk University School of Law, and was a lecturer at the Harvard School of Public Health. She was also a member of the Institute of Medicine of the National Academies’ Committee on Guidance for Establishing Standards of Care in Disaster Situations. Donna received her J.D. from Northeastern University School of Law in Boston, and was a member of the Boston Bar Association’s Health Law Steering Committee.

Jill Krueger, J.D., is Director of the Northern Region of the Network for Public Health Law. She specializes in providing legal technical assistance, building relationships and fostering connections among public health leaders across the country, and creating practical legal tools and training to assist practitioners, attorneys and advocates in crafting public health solutions. Jill has a particular interest in promoting the use of food and agricultural laws (including nutrition, farm safety net, conservation, rural development, and research programs) to better support health at the population level. Before joining the Network, Jill served as a senior staff attorney at Farmers’ Legal Action Group (FLAG), a national nonprofit law center that provides legal services to family farmers and rural communities. While at FLAG, Jill served as principal investigator in a healthy eating research project. The resulting report, Planting the Seeds for Public Health: How the Farm Bill Can Help Farmers to Produce and Distribute Healthy Foods, was released in the summer of 2010. Earlier in her legal career, Jill served as an assistant attorney general in the Minnesota Attorney General’s office. Jill graduated from the University of Iowa College of Law and Earlham College.
